7th International Congress on the Black Sea Region Security

The Black Sea House Foundation and Anna Lindh Romania organized the "Black Sea, Wars and Hegemons" international conference on November 26, 2023 in Constanța. On behalf of Black Sea House, Mr. Dorin Popescu, PhD, participated, and ALF Romania was represented by the executive director of the foundation, Ioana Constantin-Bercean, PhD. The event benefited from an international presence, with representatives of associated NGOs from Turkey, Bulgaria, Poland and Hungary.

A bridge between Euro-Med region and Asia

The Center for Sino-Russian Studies (CSSR), in collaboration with the Black Sea University Foundation and the Anna Lindh Foundation Romania, initiated a project necessary to understand the new dynamic between the Euro-Med region and China. In the new economic and security context, the collaboration between the two spaces raises many questions, to which this project intends to find at least some of the answers. Students from Romania, Poland, Bulgaria, Hungary and Estonia participated in the first internship. Details about the project, but also about future initiatives, can be accessed here.

Active engagement of a wide network of European citizens

The “D.E.M.O.” programme aims at encouraging and facilitating the active engagement of a wide network of European citizens through both training & hands-on action, in the context of the upcoming 2024 European Elections. We just launched the open call to identify and select 50 change-makers from at least 8 countries (Austria, Bulgaria, Czechia, Greece, Slovakia, Slovenia, Romania, Sweden and others) to participate in the D.E.M.O. programme. Those selected change-makers will receive the necessary tools to re-imagine democracy in their local communities and to encourage democratic participation.

AGRID (The Association for Geopolitics, International Relations and Diplomacy) is a non-governmental non-profit organization which aims to contribute to the overall well-being of the Romanian society in general and young people in particular by spreading democratic values and sharing inter-cultural knowledge.
Mission and Objectives

Our mission is to promote and bring added value to participative education and active citizenship, while developing solid partnerships with institutions, organizations and individuals that have an activity corresponding to our values and objectives. The actions of AGRID are always according to the highest of moral standards and social values and so is our mission.
We want to show a new perspective of the world that we live in, based on geopolitical principles, through workshops, seminars, conferences, international exchanges, all planed to be offered to national and international interested organizations and individuals. We wish to be an agent that facilitates the positive exchange of experiences between young people in order to raise the level of information, the geopolitical analysis capacity, the overall tolerance and the unity in diversity.
A key aspect is to ensure the visibility of our activities and to stimulate the active participation of our members and collaborators through round-tables, discussion groups, but also through the online platform for geopolitics that we design.

Main Projects / Activities

Here is a list with some aspects of our work:
- motivating young people to increase their mobility;
- raising the cultural and information level of young people;
- promoting the cooperation between institutions, NGOs and citizens of different states through tolerance and solidarity in a European context;
- stimulating cultural activities and raising awareness about the importance of education, at European and worldwide level;
- creating a network of young professionals, volunteers, institutional and NGO representatives for debating themes related to international politics (conflict resolution, human rights, peace education, etc).

An emerging global infrastructure for sustainable communities

European Community Foundations and the Sustainable Development Goals

The Făgăraș Research Institute published the report European Community Foundations and the Sustainable Development Goals: An emerging global infrastructure for sustainable communities. The report explores the vital role of European community foundations (CFs) in promoting local community sustainability, a mission inherently aligned with the Sustainable Development Goals (SDGs) and the United Nations Agenda 2030. The report focuses on the European states, including Northern Mediterranean countries such as Albania, Croatia, Italy, and Spain. The report delves into the challenges faced by European CFs amid global crises like the COVID-19 pandemic and geopolitical events, emphasizing the crucial need for these foundations to adapt to evolving sustainability challenges, especially challenges of a global nature. Focusing on the emerging SDG-related dialogue within the European community foundations movement, the report details their contributions, including funding of local projects, organizing learning sessions, and assuming community leadership. The report also highlights challenges such as limited government focus on SDGs at both national and local levels, lack of research skills, and difficulty aligning local resources with global agendas. The report advocates for recognizing community foundations as a resilient component of a global infrastructure for sustainability and underscores the potential for lessons learned to shape sustainable practices at local, national, and global levels. APEL has 12 permanent employees in two office, Bucharest and Timisoara and more than 10 volunteers. The available budget ranges between 100.000 - 120.000 Euros per year, sources of funding being European Social Fund, European Integration Fund, European Return Fund, EuropeAid Program, private funds (corporate) sponsorships and donations. Main APEL's partners are national and international CSOs, LAs, international organizations and corporations working in the same fields of development.
Mission and Objectives

APEL was established in 2006 as an organization working in the field of social inclusion, development, migration and human rights. With a professional team based on young people and two offices in Bucharest and Timisoara, APEL fights effectually against poverty and the phenomena of social exclusion and for improving the capacity of institutional and economical players of adaptation and action in the complexity of the community in which they intervene.

Main Projects / Activities

a) AMITIE - Awareness on MIgration, developmenT and human rIghts through local partnerships”, March 2011 - March 2013, along with Comune di Boligna (applicant), implemented in Romania in the Bucharest area, financed through Europe-Aid Program
b) Network of information centers for third country nationals (TCNs) - November 2010- June 2011, implemented along with the International Organisation for Migration, Mission in Romania (applicant), in Bucharest and Timisoara areas; APEL was establshed as a permanent Information Center for Foreigners.
c) Helpdesk platform and support to New Member States (NMS) Non State Actors/Local Authorities in the Development sector (January 2009-December 2010) – along with punto.sud Italia (applicant) implemented in Bucharest and Timisoara area and financed through EuropeAid program
d) The vocational integration of the 18 year old young people enrolled in the child protection system (April 2008-May 2009) – implemented in Bucharest-Ilfov area and financed through PHARE 2006 program with the goal of facilitating access on labour market for 60 care leavers over 18 years through active professional measures
e) Vocational training and local development in urban areas Bucharest and Timisoara (2006-2009) - financed by Unidea Italia Fundation with the aim of gradual reducing excluzion and marginalization of youth in difficulty
f) Concretized programme for local initiative addresses to Eastern Europe children (PROCOPIL)- (2006 -2009) - financed by French Ministry of Foreign Affairs

How can you contribute to the Network in your country?

Firstly, as an ALF network member, APEL will provide the possibility of interacting with the local community, on subjects regarding migration and community development. Secondly, being established as an Information Center for Foreigners both in Bucharest and Timisoara, APEL will contribute to the development of the migration related component of ALF, with insights and national studies. Last but not least, our organization will exchange good practices and debates along the network with the possibility of further structuring regional and national policies.

Why do you want to join the ALF Network?

Joining ALF will establish a better cooperation in the field of dialogue and
mutual support between people of different background. For APEL a network like ALF will give better possibilities of exchanging ideas and good practices regarding common projects and last but not least will be able to promote future strategies and policies for the region in which the organization is active.
