General Information
SERV is an advisory and social dialogue organization operating in Flanders(Belgium). SERV is a bipartite council consisting of trade union representatives and employers' organizations. It is financed by the Flemish government and has a staff of around 80 people. It acts as an international partner in projects of capacity building for social dialogue and understanding. Within SERV different topics are treated such as diversity management, economy, training and education, labour market, employment policies, sustainable development and others . Experts are available for participating in training, workshops, seminars or for organizing study visits in Flanders-Belgium.
Mission and Objectives

SERV is a strategic advisory council for topics closely related to the social and economic consultation: work and labour market, economy, energy and the services for general government policy.
It also advises on the budget of the Flemish Community on an annual basis. The advice comments on government and parliamentary initiatives from a socio-economic angle.
SERV is also facilitating the social dialogue between social partners (bipartite) as well as on a tripartite level in cooperation with the Flemish Government thus concluding agreements.

Main Projects / Activities

Over the years, SERV has acquired extensive expertise in other social and economic fields such as: the environment, renewable energy, industrial policy, efficient government, employment agreements, the relationship between education and the job market developing competencies.
SERV also coordinates the networks of sector consultants and closely monitors the operation of the sector agreements between the Flemish Government and the sectors. Within the SERV there is a Competency Team working on ‘Competent’. This is a dynamic database that includes professional competency profiles that describe which activities are performed in professional contexts and what someone needs to know and be able to do in order to adequately carry out the activities.
International projects concern social dialogue training in Central and Eastern Europe and in Southern Africa with ILO and EU funding.

We are convinced that the way in which the social partners in Flanders consult with each other and try to reach agreements is a good practice in European context. A common view, based on a well-considered consensus, represents an advantage for politics and society. Through its representative composition SERV is firmly rooted in society and therefore is a well-functioning player of democracy
