Voices from immigrant’s search for security and social protection in Lisbon, Portugal

Abstract

This article aims to uncover the experiences of immigrants living in Lisbon and explores how the Portuguese social welfare system assists immigrants in meeting their welfare needs. In Portugal, the welfare system is a blend of state-funded and informal networks that operate at various levels, all working together to address the challenges faced by immigrants.

This study is a detailed qualitative examination that concentrated on eight English-speaking immigrants who rely on welfare services provided by two non-governmental organizations in Lisbon. Their goal was to understand the process of settling in Lisbon, the risks and vulnerabilities immigrants encounter, and the main obstacles they face when trying to access welfare services from both public and semi-public entities.

The results indicate that despite Portugal having policies and special measures designed to enhance the well-being of immigrants, immigrants still encounter significant difficulties when they arrive and settle in the country. The challenges primarily stem from problems related to obtaining necessary documentation and the state's neoliberal policies. These obstacles not only limit the social benefits available to immigrants but also contribute to their social exclusion.
